What were they going to do? Arrest him for sitting on the side of the road? That is only a problem if you have a trespass order and he is in violation of it.
I told the cops that his watching and besetting of our home, that is a crime you know, was frightening my kids but still they chose to do nothing.

It is clear this Britten character is unhinged and a menace not only to your family Jack, but I would assume anyone else who might happen to upset him. It reeks of delinquency in their duties (at best) that the police haven’t at the very least had cause to get his guy looked at by a psychiatrist. I can only guess they’re mates of his who feel sorry for him (or somebody is directing them to try and assist him in his pursuit of you).
Either way it is clear the police are not being neutral in their dealings but are showing a bias towards the fruitcake.
